Figma has no built-in icon library, so icons come from your own component library, a Community file or a plugin. For product teams the plugin is usually a way to seed the library: insert the icons you need, make them components, and publish. The more common problem is too many sets, not too few; three icon styles in one interface reads as unfinished.
About half this ranking is single open-source sets wrapped in a plugin: Heroicons, Ionicons, Ant Icons, Eva and Iconoir. If your developers already use one of these in code, use the matching plugin so icon names and shapes line up between design and build.
