Figma handles more image work natively than it used to. Image fills support cropping and adjustments like exposure, contrast and saturation, and on paid plans Figma AI adds remove background, erase and isolate objects, expand, boost resolution and prompt-based edits. Two gaps remain: Figma doesn't compress images to keep files light, and it scales any import larger than 4096 px on its longest side. Downsize and Insert Big Image exist for exactly those gaps.
This ranking leans towards editing tools because that's where the usage is. For AI-generated pictures, Figma's own Make image action may be all you need, and for cutouts see the background remover plugins.
