Quick steps
Select the text
Double-click the text layer and highlight the lines you want in the list, or start typing on a new line.
Make it a list
Press Cmd+Shift+8 for bullets or Cmd+Shift+7 for numbers on Mac. On any computer, typing - or * then a space starts a bulleted list, and 1. or 1) then a space starts a numbered one.
Indent items
Put the cursor in a list item and press Tab or Cmd+] to indent it. Lists support five levels.
Outdent items
Press Backspace at the start of an item, or press Enter on an empty item, to move it back a level.
Remove the list
Select the text and choose No list in the Type panel.

Figma's help center only documents the list shortcuts for Mac. On Windows, Ctrl+Shift+8 and Ctrl+Shift+7 are the likely equivalents, but they aren't confirmed, so check the shortcuts panel with Ctrl+Shift+? if they don't work. Typing - or 1. plus a space works on both systems either way.
The last row types a single bullet character (•) without making a real list. That's useful for a one-off separator like "Design • Code", but it won't indent or align like list bullets do.
Indent and outdent list items
Figma lists support five levels of indentation. Press Tab or ⌘] at any point in a line to push it one level deeper. To bring it back, press Backspace (or Delete) at the very start of the item, or press Enter on an empty item. That last one is handy while typing: press Enter twice at the end of a nested list to step back out.
How to change bullets in Figma
You can't. Figma's help center says bullets can't be customized, so there's no setting for a different symbol, colour or size. If you need custom markers, build each item as a small auto layout row with an icon and a text layer; how to use auto layout covers the setup.
Hanging lists
Turn on hanging lists in the text options to move the bullets or numbers outside the text box. The text then lines up with the box edge, and the markers sit in the margin. This keeps a list aligned with headings and paragraphs above it.
Spacing inside a list

What is the Figma shortcut for bullet points?
